I believe this comes from a frequent confusion about VPN functionality. The secure tunnel never connects to Netflix directly. It travels straight from your device to your VPN service. Once inside the VPN, the connection isn't protected by the VPN anymore. For Netflix's servers, browsing behavior is the same whether you're online from home or through a VPN network. This is why Netflix can block VPN connections—they decide to restrict the entire provider's network. When you appear to be accessing from that network, you're actually getting blocked.
