It might be the mods or the internet speed can affect latency sometimes. Try playing solo—do you notice any lag spikes then?

I'm running a 3570k at 4.2Ghz and experience frequent lag spikes in modern games, possibly due to mods being quite CPU-intensive. Removing the mods might resolve the issue, as vanilla Minecraft doesn't seem to have this problem on my system with an older CPU.
