They may not be interested right now, but in a couple of years they could have gained more knowledge about using their PC and might want to adjust settings that Home prevents from changing. Some users post on forums seeking assistance with disabling or controlling Windows Update, only to realize they can't access the Group Policy editor since it's not part of Home. It makes little sense to purchase Home because it restricts future options.
You're not the direct user but design it for others. Running unactivated Windows violates our rules, but since you won't use it, a future user can add their own activation key. Alternatively, switch to a Linux system.
However, I’m coming from an authorized reseller and I’m not aware of anyone selling Windows keys for less than a few hundred dollars. Or arranging bulk volume discounts if you’re moving many machines. Most users won’t need to interact with these tools at all. If they do, they can upgrade to a professional plan later. Only a handful of people regularly deal with group policy or similar features in Windows.
