Disconnect all external drives except the M.2, restart using a USB flash drive containing a Windows installer, then reinstall Windows on the M.2 after completion, power off and reconnect the remaining drives. It should function properly.

I don't need Windows running on the M.2 slot. This device is meant solely for video editing. Maybe I can disconnect all other drives except Windows and attempt to reinstall or fix Windows.

It looks like you should perform a fresh installation of Windows and since you have the M.2 drive available, use it as your boot device. Following Tsuki’s advice would be ideal. Disconnect all drives except the M.2, then run the Windows Media Creation Tool to install Windows onto the M.2. After that, connect the remaining drives. Be aware you’ll need to reinstall all your programs. Also, make sure to back up important files and photos before starting this process for safety.

You can use any method that fits. Disconnect all drives except the one you need to boot, complete the installation, and then reconnect them. Make sure the M.2 device isn’t listed as the boot device.
