This applies in specific games. In Just Cause 3 it doesn’t apply. The Zotac GTX 970 features 4GB of VRAM. When Global Illumination, Screen Space Reflections and SSAO are disabled, Texture Quality can be adjusted to Very High without any VRAM concerns.

Welcome. You should experience a steady 60 fps easily if you adhere to the settings mentioned. Maintain Water Quality at High. Keep an eye on all your specifications and remember to include VRAM in your checks. If it’s significantly lower than 4GB, consider enabling just Screen Space Reflections to test stability and avoid maximum usage, helping maintain lower temperatures. Thanks once more for the information.
The card features 4GB VRAM, and the high textures appear satisfactory, so I’ll keep that in mind.
I might experiment with screen space reflections since I notice occasional frame drops around 50 frames, which is a bit concerning.
I’m hoping to eventually get a FreeSync or G-Sync display to help reduce those issues.

I believed GSync offered more than it did. FreeSync and GSync are among the most impressive features in PC gaming monitor sales. They perform better than VSync, but you can replicate their effects using MSI Afterburner. When you launch MSI Afterburner, click the small icon with the number 60 in the bottom right corner next to the plane. After opening it, find the framerate limit on the right side and input any frame rate you want to lock. Done. You now have a free GSync/FreeSync setup, which also allows you to disable VSync. That’s exactly what I do.

Sure, I'll consider omitting it from the sale despite having the free money. It might not perform very well on my 960.

I'm not sure, it really depends on the resolution you're planning and the frame rate you want. I have to say, increasing the frame rate in JC3 is quite important, particularly when you're moving around a lot. Maybe try 900p if 1080p feels too demanding. 900p sits nicely between 720p and 1080p. What's your CPU? A 960 should be able to handle 1080p in JC3.
To prevent tearing, just enable v-sync or use a variable v-sync setting. Tearing varies by game. About 8 out of 10 games have minimal tearing issues.

I only saw the start of it, but it looks like the main thing is adjusting certain graphics settings to improve performance. He struggles with screen tearing a lot. Just turn v-sync on and disable Screen Space Reflections and Bokeh Depth of Field. Turning off Water Tesselation could also boost performance by 4-5 fps. Going down to 900p might be a better choice than you think.
It really depends on whether you have a 2GB or 4GB 960 model, plus your CPU and RAM speed.
