The 970 has problems in GTA5. It seems like many people have encountered this issue. No solution is available yet, and two friends are also facing the same problem.

Running on an MSI 970 single with an i7 processor, there were no issues at 1440p when advanced settings were disabled and MSAA was turned off.

I've managed to play GTA on my 970 at full settings with a max of 1080 and around 35fps. I reduced the settings to keep it steady at 60+ and kept GPU usage around 98% most of the time, only exceeding 3.5GB a few times. It runs smoothly without stuttering when it does. All advanced options are turned off. What performance do you see?

You're using an i5 4460 with a GTX 970 at full settings, no VRAM issues. Stuttering occurred during driving, but it stopped after disabling extended shadows.

Thanks! I'll check my settings more closely. At first, everything seemed fine. I enabled long shadows for the second time. It started to stutter, so I turned it off again. Could be a bug that keeps them on. I'll experiment with the switch. Thanks to everyone!
