You can press the Print Screen key. Interacting with the notification lets you modify and store the photo. Using it as Snipping Tool (such as opening it from the Start menu) behaves identically.

Consider upgrading to a newer version of Windows 10. The Snipping Tool and Screen Snip are both functional, and I’m currently using version 1903 with build 18362.86 on my main system.

A few features remain available. It looks like the Delay and Window-Snip tools are no longer present. I understand there are alternatives, but having everything in one tool with a straightforward interface was enjoyable.
