Windows removed the snip tool and the interface changed. When you attempt to open it, you see a different result. Cropping photos in Photoshop now requires a separate tool, not the old snipping feature. It wasn’t found in Cortana either.

Typically, upon launching it, the message would read something like "snipping tool is moving." The current version is 17763 with a Windows 10 home build number 17763.475.

I haven't received the latest updates for my Win10 Pro. I noticed a notification about the Snip tool being included in an upcoming release, suggesting the use of enhanced 'Snip and Sketch' capabilities.

Pressing Windows+Shift+S displays an unwanted overlay that I don’t like—it copies to the clipboard without letting you pick a save location.
