It's consistently moderate. I attempted UPnP but it failed. Port forwarding was set up according to Activision's instructions. Disabled my Bitdefender firewall and still no success.

You've explored various solutions, but it seems you're still missing what's known as CGNat. Do you understand whether your ISP provides a public IP address or a CGNat IP? If it's the latter, your router's WAN IP would typically begin with a 100.

Usually you use one IP address to connect with others, and ports are assigned from that IP to communicate over the web.

Yes, 10 is also a private IP address and is utilized by certain ISPs rather than the CGNat area.

We operate cgnat from my home and experience no problems with online gaming. 99% of our clients use cgnat.
