Windows doesn't shut down automatically; it switches to a sleep mode as a convenience to save roughly 30 seconds during restarts. This was true when booting from an HDD. With recent systems and SSDs, it makes no distinguishable difference. My own computer boots in 8 seconds from cold for example.
