Hello everyone. This is my initial contribution to the site, so kindly confirm if I've overlooked anything or if I'm in the correct discussion thread.

I recently assembled a brand new PC with the following components:
Processor: AMD Ryzen 7 9800X3D
Cooler: Thermalright PS120SE
Motherboard: Gigabyte B850M GAMING X WIFI
RAM: Crucial Pro 32GB DDR5 CP2K16G60C36U5W
SSD: Samsung 990 EVO Plus 2TB
GPU: Asus PRIME OC Radeon RX 9070 XT 16GB
Case: GAMDIAS TALOS E2 Elite ATX Mid Tower
Power Supply: Super Flower Leadex III Gold UP 1000 W (80+ Gold Certified, fully modular ATX)

To sum up, I'm encountering various types of stuttering and lagging in every game I've played so far. (I used abbreviations due to spam warnings while posting.)

FN: Extremely noticeable stutters, particularly during intense actions like boosting or sprinting
SW;JFO: Consistent short stutters across the entire game, even in straight-line movement in empty spaces
Dolphin Emulator: Likely not ideal as an example, but it shows similar micro-stutter and graphical/audio issues
HD2: Runs well overall, with occasional stutters and lag, which I attribute to the game's poor optimization
Other observations:
- CPU purchased from Newegg; box and protective casing were damaged, but the chip appeared intact
- Heaven Benchmark scored 7229 on the extreme preset
- CPU-Z benchmark showed 826 (single thread), 8487 (multi-thread)
- While playing FN, my CPU usage varied between 50% and 80%, GPU usage stayed near maximum, RAM was at 20GB, Discord open and a YouTube livestream was running
- Windows memory diagnostic and memtest86 reported no errors
- Temperatures are quite high—CPU over 40°C at idle, around 50°C while browsing Firefox, spiking to 90°C during HD2 loading or shader rendering in FN

Additional actions taken:
- Used DDU to uninstall GPU drivers, reinstalled them, and turned off automatic updates
- Updated BIOS and AMD chipset drivers
- Repasted and reattached the CPU cooler
- Disabled iGPU completely

I'm currently contacting Newegg's PC support, but their response time is slow (often a full day). I thought it would be better to post here and share more details if helpful. Thank you!

For the sake of relevance, please state the BIOS version for your motherboard. Once you've verified that the BIOS was updated to said version, did you clear the CMOS?
The box and the black protective plastic inside was damaged, but the CPU seemed untouched
You're sure about the processor not being dinged up? There were instances of the PCB being bent, sort of. Do you have images of the damage you speak of?
Temperatures seem slightly extreme. At idle with no apps open, my CPU is at over 40 degrees Celsius, can average at around 50 while browsing on Firefox, and can spike to 90 degrees while loading a mission in HD2, or loading shaders in FN
Take off all case panels(including the fascia) and see if your temps drop. If they do, the problem is the case/fans starving the innards of cooler air.
Windows memory diagnostic and memtest86 yielded 0 errors
After 10 passes?
What OS are you on? Where did you source the installer for your OS? If you're working with Windows 11, did you install the OS in offline mode? Installing all relevant drivers with the latest versions in an elevated command while in offline mode?

It seems the processor might not have been damaged if the protective plastic coating is still intact. Was there any alteration to the seal or sticker on the box?
Using offline mode means you won't be connected to the internet, which prevents the OS from downloading or installing drivers that may not suit your system.

The sole aspect of the cpu packaging that seems altered is the bulging open box, similar to the first image. I only used offline mode for installing the os. I installed every other driver while connected to the internet.

Did you adjust BIOS configurations such as XMP/EXPO, boost, and PBO? The default BIOS settings are merely safe defaults, sufficient for booting and won’t optimize performance.

I just wanted to share an update.
I haven’t had time to run the suggested tests in this thread, but now my system won’t boot and one of the motherboard error lights is active. I couldn’t identify which one it was because I reset instead of taking a photo.

Another thing to note is that during the initial setup, the system wouldn’t boot for over 20 tries when the DRAM light was on, but it worked after I carefully reinserted the RAM. This makes me think the issue might be with my CPU or RAM, even though I’ve followed the correct installation steps.

This time I suspect it was my CPU, since I read that without RAM you get a blank screen, but I was seeing a dialog box (the blinking prompt).
If anyone has any ideas, it would be really helpful.
