The GTA update negatively impacted performance. I noticed this with my 1070 and the newest patch, even though I don’t have an older version to check.

It seems your 970 works well at higher settings and double resolution, so the issue isn't power-related. Consider reinstalling your GPU drivers or using DDU to clean them. Also, look into how your CPU and GPU are handling boost, temperatures, and usage in-game.

Check how much the CPU and GPU are using. The stuttering seems to occur mainly during high-speed driving. Make sure the game files are verified and that your hardware isn't limiting performance.

Any OC? Update your gpu drivers? Ensured that your monitor's cable is connected to your gpu port and not your mobo's igpu port? Does this happen with other games? Also gta v can become unoptimized at times too but of course ensure the things above first I have a solution for you m8:

I'm enjoying myself during my initial run through, even with the problems. Grab it on sale, play it once, and throw it away if you want.
