You can adjust the window size independently from the resolution settings. Try resizing the Minecraft window to a larger area without changing its resolution, which should prevent the system from scaling it up to 1080p.

Consider adjusting the resolution to your preference and enabling fullscreen mode. (Optifine may be required.)

In Minecraft, achieving high quality is nearly unattainable due to how resolution depends on the screen size. Lowering the overall display resolution could help improve performance.

Actually, it's not that simple. When you're in full screen, you're using most of your display area, which means a smaller selection appears as it uses fewer pixels. This reduces the amount the system has to process.

Adjust your screen settings (display options) to control the resolution. Setting it to 600x800 ensures your Minecraft fullscreen matches that size.

I've already attempted that and it still enforces 1080p

You'll just have to upgrade or lower the settings significantly if the game can't cope. It's not very heavy, which is confusing since it seems it couldn't handle it.
