Issues with low frame rate on a X99 setup

Hello, I'm testing Fallout 4 on a 3440x1440 display. My system runs at 5930kHz with a 4.7GHz clock and a 980Ti OC, reaching around 1400MHz. Despite that, I'm experiencing around 17 FPS in cities or areas with many turrets, and about 34 FPS in quieter spots. Is this typical?

I recall throughout the game it seemed like the more complex elements made rendering smoother, though it would be fine in a busy outdoor setting but drop to half the frame rate inside a sparse room. I think @App4that, who plays a lot of Fallout 4, might have some insights.
