Your frame rate shouldn't be this low, yet Fallout 4 is tough to fine-tune for perfection. Those who claim it's just the way it is often lack technical insight. I'm running an FX8320 at 4.8ghz with two R9 290 GPUs, consistently achieving 50-60fps on 2560x1440. That's top-tier performance, though it's impressive. I didn't make any changes, but after two days following this post I began seeing consistently high FPS. There were occasional drops to the 40s, which indicates the game wasn't well optimized and required multiple file edits just to run smoothly at a native resolution with solid frames. Now it's working fine for me. The main thing I wish was the HUD to be better optimized. No problems have been reported by others running the game at 60+ FPS.
