You're on 8.1, that's correct! It's a bit different from Windows 7, but you're in the right place.

Sure, I'm using a mod and can have Steam fix it. Let me know if the mod menu changes anything.

ctrl, alt, delete, task manager, then click right-click on anything, select go to details, locate gta, tap the clock, adjust priority.

Click the task bar, select Task Manager. Regarding your question, it seems unusual. Have you attempted reducing the most demanding options? Lowering Shadows to normal resolved the issue and eliminated their render distance. NOTE: My 4690, locked, continues to function properly.

It's odd but I ended up getting a laptop with it when it was released, and now I favor it over Windows 7 mainly because I'm familiar with it. There are also great features that stand out compared to it.
