I experience frequent frame drops that last only a short time, which can be frustrating and sometimes lead to crashes. It seems my CPU is the issue, as the GPU stays below 60-80% usage. I purchased an i5 4690K, expecting it to be suitable for gaming, but it frequently reaches the high 90s during gameplay, possibly contributing to the stutter. Do others face similar problems, or is there a setting I should adjust? Should I consider overclocking?

Launch Task Manager, adjust the priority of the GTA EXE to high and confirm it functions correctly.

What kind of CPU cooler are you using? It could be causing thermal throttling.

It's strange, my friend. I have the same specs as you and mine are all good. Maybe the drivers or the games are causing the issue.

It remains a possibility, as GTA V can require quite a bit of VRAM above 3+GB even at 1080p. At that point, GPU usage would likely increase, suggesting another factor rather than just VRAM alone. It could be easily verified further.
