Try a few adjustments: disable the steam overlay, turn off self/custom radio (prevents FPS drops), tweak graphics settings, run a defrag on the HDD (something I did before the game ran smoothly).

Same Here! Defragmenting an HDD can be tricky if you're new. You're running it at high settings and your drive specs are top-tier.

Have you considered reinstalling the drivers? My friend experienced significant stuttering in GTA V, while his other games ran smoothly. We removed all leftover registry entries using DDU and then reinstalled the drivers, which resolved the issue.

After starting in Safe Mode, proceed with the uninstallation of GPU drivers. This clears the registry entries, temporary files, and other remnants left by Nvidia or AMD that remain even after removal.
