GTA is facing issues with the latest Nvidia graphics cards. Wait a bit and see if they resolve. Switching DirectX to 10.1 boosted my frame rate by roughly 15.

Adjusting graphics options doesn't affect CPU load. Open Task Manager, raise GTA5.exe priority to high and launcher to low. Avoid playing your own music. Ensure no virus scan is running. No other suggestions available.

Everyone is current, temperatures sit near 50-55°C while playing. I'm running a Gigabyte z97 Gaming GT at 1080p.
