GTA V demands a lot from your processor, so your system should handle it fine. My 4670K runs at full capacity most of the time. If advanced graphics have distance scaling turned on, turn it off. Adjusting distance scaling and population density settings can also help reduce CPU load. Otherwise, nothing more can be done.

I updated my earlier comment, just in case you missed it. As I mentioned, GTA V puts a heavy load on the CPU, making even a 6-core or 8-core i7 have trouble keeping 60 frames per second. This title really demands DX12/Vulcan/Mantle performance.

I’ve checked all the options, but adjustments don’t seem to help. Why would others manage better with fewer settings? Are there any other steps you could try?

The stuttering isn't extreme yet—it's getting closer. My speed varies between 40 and 110 depending on whether I'm stationary or moving. This happens when most settings are off or low, without any advanced options enabled.

An upcoming update is needed to resolve these issues. Your configuration looks great. If nothing you tried works and many others are experiencing poor performance, the game seems unstable. Sorry for the inconvenience. There’s a discussion about adjusting settings in Nividia Explorer, but I haven’t made any changes.
