It seems fine enough. There’s nothing serious to worry about there. It’s tough to pinpoint the exact cause right now because you’ve already tried most solutions. Would you like to connect your PC to another outlet to see if that resolves or removes the problem? If you’ve already done that, I’m running out of ideas. If a repair shop is nearby, it might be worth checking with them, even though it could cost a fair amount for a basic fix. That’s what makes it tricky.
