Hi, I've been facing problems lately, games are becoming unplayable and even drop-down menus in Firefox or Steam Library are breaking. I have a 4070ti with 144hz monitor. Updated drivers, tried all VSync and refresh rate settings. Switched monitors, cables, and it works on both screens. Changed GPU and different slots but issues persist. Also removed one RAM stick at a time without any change. Reformatted HDD too. The only parts I can't test are the motherboard (MSI x570 tomahawk) or CPU (Ryzen 7 5800X).

It appears to be graphical glitches or artifacts instead of actual tearing. I recommend using DDU (Display Driver Uninstaller) and running the program in safe mode to uninstall the graphics driver. It's straightforward. After that, reinstall the latest Geforce driver. If the issue persists, try installing a different or older Geforce driver through the manual driver search option on their website.
Attempted both but had no success. If anything got worse without a driver, it also appears to work on webpages now that I wasn't using it before.
It might be that the graphics card is failing or beginning to fail. What brand and model of your power supply do you have? You could also consider slightly underclocking the card.
I've already tried this and it didn't work. Used both 1080ti and 4070ti cards, same problems with both. Also tested a different MMO slot.
Power supply: 850W Corsair PSU
Corsair HX850 PSU is still a bit unclear on its age, as the email receipt wasn't found—possibly around six years back? The last major upgrade was three years ago, but I'm not sure if it was replaced then. With two PCIe 8 slots, the 4070 uses an adapter for 16-pin, while the 1080 connects directly. I've also experimented with various PCIe cables.
Despite the 1080 Ti being a PCIe 3.0 device, have you attempted manually configuring the motherboard to operate on PCIe 3.0? It looks like you've already done a solid job troubleshooting, so what remains is likely the motherboard or power supply.
Scan for malware. Look for any odd processes running—possibly a cryptominer consuming resources. Check if there are excessive HDD/SSD activity or abnormal memory usage. Use Task Manager to analyze. If you don’t have anti-malware, consider Malwarebytes version 3.8.3; newer versions can be difficult to remove. It’s unlikely the power supply unit is the issue, but testing with a spare could help. You shouldn’t expect web browsing to stress the GPU enough for power delivery problems. You’ve already tried two... It’s unclear if the issue happens continuously or only after restarts. Has it been ongoing for a long time and getting worse?
