I corrected the stuttering! Here’s what worked: a fresh Windows setup, unplugging the USB 3.0 cable from my motherboard, enabling XMP with "XMP 2" in ASUS BIOS, adjusting my FPS limit on the 165Hz monitor to 163 in the Nvidia control panel under "Max Framerate," removing MSI Afterburner and Rivatuner since they caused issues, turning on GPU scheduling in Windows settings, activating high performance power mode, switching off Xbox Game Mode/DVR, and disabling all background apps. The results were dramatic—no stutter now! This was after a 4-month struggle with frame time spikes on my new $200 PC. I’m thrilled. If anyone else faces similar problems, please share these steps. I’d recommend starting with simpler tweaks like setting FPS limits and XMP before jumping into a full install. Small adjustments might be the key. Let me know if this helped!

Game engine waiting for assets to load is the only thing I can think of. Have you tried punching the keyboard?

My CSGO is set up on an SSD, but problems occur when running games on both SSD and traditional drives.

Turn off your Vsync both inside the game and via the NVIDIA control panel. Are you certain it’s causing stuttering rather than tearing?

I don’t have any antivirus software other than Windows Defender. I can attempt to disable it and check for any changes.
