Several online solutions have boosted frame rates in BF1, often for reasons beyond their own merits. I've tried these on my 4690K and 4790K models, and they work consistently. BF1 still has some quirks that remain unexplained until DICE resolves them.

On Windows 10, your motherboard already has the necessary access, so you can reinstall files repeatedly without re-entering your key. Just ensure your system stays updated and run a scan for any threats before resetting or reinstalling.

I'll perform virus scans using various programs. I've tested every possible fix, but I don't believe a hardware upgrade will help since the only real solution would be reducing the game's graphics settings, which could negatively affect performance. It seems like this system is causing issues because it's running benchmarks on YouTube with specs that rarely exceed 90% CPU usage, and in some maps it reaches 95-100%. A complete reinstall appears to be the best course of action.

My 4790K isn't performing well either. I capped the frame rate at 70, and my usage stays around 66% unless something goes wrong.

I prefer top FPS performance, yet I’m unsure why my BF1 stats stay high even though in GTA V they never exceed 80%.

Check your system on the Amiens map. For the initial titles your CPU stays low, around 70%, but after playing two games it spikes to 80-100%. Starting anew might help clear any lingering issues affecting performance.

You view high CPU usage as normal because it indicates your processor is actively handling demanding tasks. Check the running processes to confirm it's the game you're playing, not a problem.

The issue is likely a placebo effect. Reducing the frame rate lowered CPU usage, but increasing it would cause higher CPU demand.
