I've been planning to upgrade my PC for some time, and today I finally acquired an unused RTX 3060 Ti to swap in for my old GTX 1660 SUPER. After removing the previous card and installing the new one, I noticed there was no signal coming from it. Even when I connected my old card, everything functioned properly. I double-checked all connections and made sure the card was seated correctly. Once the PC turned on, the GPU fans started spinning and the RGB lights on the card activated. I've experimented with various DisplayPort cables, PSU connections, cleared the BIOS via CMOS battery and motherboard jumpers, and updated the BIOS. When I connected the 3060 Ti to another machine, it worked perfectly and displayed an image as expected. After updating the BIOS, the old GPU operated normally, and instead of showing nothing, the 3060 Ti displayed a black screen followed by two images:

I've tried all possible solutions and still have no clear answer.

Have you experimented with DDU to clear all the old 1660 drivers? You might consider utilizing your internal GPU connected to your CPU (connect the display cable to the board) to download the updated drivers while the card remains on the board, without being physically attached to the display.

I haven't used DDU because I was assured the 3060 Ti would function since I switched cards and had the newest drivers. I can't connect my cable to the board because only GPU outputs are available on my PC. Would drivers be necessary before Windows starts?

what factors lead you to consider this card as "unused"?
if a seller is offering it via third-party clients, then you lack clarity about the actual status it offers.

I bought it new from Amazon and the card was sealed inside the box.

Didn't realize until looking again that this is a prebuilt HP Omen. Still, I think best course of action is DDU. You can try to first just uninstall all of the drivers, put the new card in, and see if that works (Windows will default to compatibility drivers). If that doesn't work, try installing the new drivers with the old card and then putting the new one in. You would be surprised at the ridiculous errors and glitches computers can conjure up when parts are swapped, and proprietary motherboards are especially can be extra sensitive.

this means the sticky tabs have been swapped, not that it is a brand new format. any problems with the card should be talked to the seller and maybe the third party who helped with the purchase.

I put the card on another computer and it functioned perfectly, so I don't believe it arrived damaged, though I might be mistaken.

Tried uninstalling the drivers with DDU and nothing happened. Every so often there's a flash of light and then the monitor goes black again but that's what it was doing before. I'm at a complete loss for what to do, I can't think of anything I haven't already tried.

The card connects straight to the motherboard without any riser cable.
It might be bigger than the previous model, so check if anything is blocking it or if it's misaligned in the slot.
Since it functions in another system and you're seeing hardware-related issues, it could be a system-specific problem.
Could you explain what you mean by different power supply cables?
