It's strange since Ventoy is running with the hard drive connected, and I can see all the files—this makes me wonder if it's actually damaged. When I used the SATA USB and tested it on my laptop, all the scans failed and the data didn't appear.

The USB/sata adapter is the issue. The connection settings differ between USB/sata and direct SATA. You need to reformat the drive for it to work properly.

You may want to explore bios settings, turn off Intel VMDI, and restart to try installing from USB.
Note: The error code given lacked a digit, making it hard to identify the exact issue.
Possible codes: 0xc00000e means the image is already loaded; 0xc000000e suggests a non-existent device was entered.
This might point to a missing drive because the BIOS selected Intel VDM.
You should disable the VDM option in BIOS, then install Windows on the correct drive, apply the Intel Rapid Storage driver, reboot into BIOS, and finally enable the VMD option to boot into Windows (if desired).
I believe the term Intel Volume Management Device refers to Intel Rapid Storage Technology.
It’s better to avoid using Intel Rapid Storage drivers and opt for the standard Microsoft version included with Windows.
