Issue with GTA 5 gameplay

So long story short my PC can barely run GTA on lowest settings 800x600. The problem is that my CPU usage drops. When it is on 100% i can play the game without major lags but sometimes it drops down to 50% or 60% which makes the game stutter. So my question is: is there any way to make the game use 100% of the CPU all the time? Also would overclocking help? I already overclocked but maybe i can more..

Checking specs can clarify the issue. CPU drops often point to GPU limitations. Would you like to track both metrics while running a GTA 5 benchmark?

Are we discussing frame dropping stutter or micro stutter? If it's micro stutter, make sure GeForce experience is uninstalled.

Okay so here comes the funny part. Specs are funny as i said. Pentium dual core e6500 overclocked to 3.7GHz,2GB RAM ( i know it's under minimum requirements but it actually uses 1.7GB while gaming which is not full RAM so yeah that should not be problem) and the GPU is HD6570 1GB DDR3. Yeah it's stupid to even try to play GTA on that but yeah i don't have anything better.....

You have 2GB of RAM, GTA V is consuming about 1.7GB, leaving some space for the OS to function properly.

don't feel the need to hide your low specs. social ranking based on wealth isn't sensible. it's likely a RAM or GPU limitation. are you using version 1.7GB or is your whole system at the same size? examine your GPU and CPU during a test.

No knowledge about RAM, I stop everything I can in processes so I use less memory... Only if it could run at 100% CPU would it be fine to play, but it won't.
