The entire system is consuming 1.7 GB. As mentioned, CPU activity decreases which causes the game to stutter. GPU performance remains stable. I plan to attempt a slight overclock and if it doesn’t work, I’ll quit the game.

Are you checking temperatures while playing? It might be thermal throttling, but a sudden drop to 50-60% usage doesn’t seem likely.

Stress tests show a peak of 68C for the CPU and the GPU stays under 60. It looks like GTA requires more cores, and the Pentium G4400 also causes lag, suggesting older Pentiums might be the issue.

To run your CPU at full capacity continuously, you'll need improved cooling to prevent it from throttling. Pushing it to maximum without adequate cooling risks damaging your CPU and possibly harming other components like your motherboard.
