I've tried New Vegas before and didn't encounter anything like it. My thoughts suggest it might be about the drivers or perhaps a glitch in the game.

Sure, for certain safe houses, weapons, and other items, I didn’t run into any issues. Did those kinds of problems show up when you played Fallout on the default version?

Same here, attempted boosting Ugrids failed: possibly a hidden Nvidia adjustment is required.

Suggest adding a plugin that enhances faraway details; it may resolve some problems, though not necessarily all.

Best approach is to test each value modulo its divisor and identify which one triggers the flicker.
