Unless you have the exact same setup, including the software configuration, you cannot expect to achieve the same results as shown online. For all I know, you might have some background process that consumes system resources intermittently.
If you genuinely want to ensure that the hardware performs as it should, you need a system configuration that is as minimal as possible.

Are they playing the same game?
When at the Windows desktop about 5 minutes after booting, what is your CPU usage once Windows has finished loading? Ideally, you want it to be under 5%; if something else is consuming CPU resources, you need to stop it.

Yes, I am looking at PUBG tests. My OS uses under 5% of the CPU. However, if I open applications like Chrome or Edge, the CPU usage percentage rises to 30%.

Opening any application can be relatively CPU-intensive, depending on how much the app needs to initialize before becoming functional. Regardless, 30% just to launch a web browser, assuming it's not loading more than a single page, does seem excessive.

Well, in any case, if you're trying to diagnose performance hiccups while gaming, you can try the following in no specific order:
Ensure that the computer is free of dust
Update all drivers (when updating the video card drivers, choose "Clean installation")
Review the list of installed programs and uninstall anything unnecessary
Check the list of startup applications in Task Manager and disable the ones you do not require
If you're running applications from a hard drive, consider defragmenting it or switching to an SSD
It may also be worth replacing the thermal paste, but this only matters if the temperatures seem high (i.e., above 50°C when idle)
