I think the problem might be related to HWinfo and my motherboard/bios. Others have reported similar issues with the same board showing 10V while the BIOS displays 12V. I could try checking manually with a multimeter, though I'm not entirely sure how to do that.

I checked latencymon and noticed problems with the WLAN adapter. I disabled it and the most severe stuttering disappeared finally. Thanks again for your support!
