My power supply unit stopped working and I had to swap it out today. After returning from Best Buy, I connected everything and found my clock speed capped at 1.37 GHz. My system runs an AMD FX6300 hexacore processor with a stock speed of 3.5 GHz and an overclocked speed of 4.1 GHz. It’s not currently overclocked, but even then it doesn’t hit the top frequency. Here are my details: CPU – AMD FX-6300 @ 3.5GHz GPU – ASUS R7 265 2GB RAM – 4x4GB Kingston HyperX FURY @ 1866MHz PSU – Corsair CX750M (new today) Mobo – MSI 870 Gaming Running on an ADATA SP550 240GB SSD Windows 10 version 1511 64bit I checked online and most advice suggested verifying the power-saving settings, but that didn’t help. Also, I’m not sure core parking is supported in Windows 10, so that might be the reason. CPU-Z shows my core frequency at 1400MHz and a multiplier of 7. Changing it to 20 (around 4GHz) didn’t improve things. I turned off AMD’s Cool'n'Quiet in BIOS without success. I attached a photo that illustrates the issue. At startup, the clock only reaches 1.33 GHz, while on the right side it shows a max of 3.5GHz. Even when under load, the speed stays steady. When I run GTA5, it uses roughly half my processor at 3.5GHz but still underperforms and won’t go higher, even with other apps running. I used HWMonitor to check and saw all six cores at full capacity, yet the task manager claims only about 40% usage. This raises my concern: what could be going wrong? I suspect a hardware problem linked to the PSU failure, though everything seems normal otherwise.

I can’t always rely on software; it sometimes reports an unusually low temperature of -400 degrees.
I played GTA5, which is a tough game, particularly when using high graphics options. All my processors reach their maximum at 100%, but only around 1.3GHz. I started Chrome while the game was running and it never exceeded that speed.
Thanks for making me go in my case and check all the connections. The connections were fine, but I noticed a button on my mobo that reads "slow mode" which I had turned on to try and diagnose why my computer was constantly crashing. I made an educated guess that the PSU had failed since it wouldn't start and got a new one today. Lo and behold: I forgot to turn off slow mode after I replaced my PSU. I'm gonna go crawl into a hole and act like this never happened lol.
I created an account after seeing this post and decided to try the same steps. I turned on slow mode during troubleshooting, and after a few days it resolved the issue (still tentative). I never turned off slow mode and couldn’t determine why my i5 6600k was stuck at 800MHz. Thanks for the help!
I face the same issue with my dual Xeon X5670. It only reaches 79% under stress. I'm using a Dell Power Edge 410 with an ATX case and the Moded Cooler Master GX 650 power supply. I'm transferring it to a different ATX connector and the CPU looks identical to what I'd expect. My system draws around 270W under load, which is quite high. I managed to complete Cinebench with a score near 1400 points at full speed, but sometimes the CPU reaches 3.2GHz and I get that performance. It seems there might be a problem with the clock speed. Any suggestions?
You're facing the same problem with your 8700k. Intel Extreme Tuning isn't detecting any throttling, yet the CPU maxes out at 20W TDP around 2.5GHz. Stress tests stay within limits, no overclocking active, and the BIOS is up to date. Could there be another factor at play?
Verify your Windows power plan settings and ensure the Maximum Processor State is at 100%.
