It appears the system state shifts unpredictably. For me, the lowest processor mode returns to full capacity after dropping to 20%, though I've noticed Maximum mode altering during a previous Intel 6800K installation.

I encountered an issue with my FX 6300 as well. I resolved it by ensuring the power was set to maximum and adjusting the power and energy sliders fully to the right for optimal performance. This improved my overclock from a maximum of 2.97 to around 3.50 and above.
