I am currently pushing my friends' PC to higher speeds, which runs a 6600k. Since I'm not very experienced with this process, I'm reaching out for help.
My current settings are 4.2ghz at 1.23V. I attempted to lower it to 1.123V, but it would reset back up. Now I'm stuck at 1.23V during stress tests with Prime95, where it reports 4.2ghz but the voltage fluctuates between 1.23 and 1.27. Is this typical? And is either setting it to that voltage safe for the processor's core performance?
I'm new to overclocking, so I apologize if I'm not clear.

It's fine, and the voltage changes are typical. Perhaps adjusting it to 4.3 or 4.4 with 1.25 or 1.3 could work.

I can review my configurations, but I have a 6600k overclocked to 4.7ghz with an Asrock Extreme6+, paired with an Antec HCPlat 850 at 1.34v, and a Cryorig H7 air cooler.

Based on your preferences, LLC might not have been configured to maintain voltage stability, and you could be encountering Vdroop.
