my I7 4790K works well at stock clocks thanks to a 1440p downscaled to 1080p stream at 30fps with bicubic filtering, which should handle it. i don’t play a lot of AAA games either.

Have you checked if the same issue occurs on a single GPU as well?
Your upload size is quite small at 3500kbps, but I’m curious—why aren’t you experiencing any frame drops?
Try reducing the resolution to 720p30 or 60fps and experiment with the bitrate. You should be able to achieve solid quality at around 2700kbps.

Today I reduced the resolution to 720p at 30 frames per second and it runs smoothly without lag, that's much better!
