Hello!
Here are my PC details:
i7-7700K, 4.2GHz
Asus Dual GTX 1060, 6gb RAM
I've already tried streaming on Twitch, but the issue is that my games lag when I attempt to stream, except for Minecraft...
I streamed at 1080p 60fps
Bitrate was around 2500-3500
Anyone can help me, thank you very much!

Reduce resolution to 1280x720 is quite demanding on a PC, often making streaming at 1080/60 impossible.

Are there any problems with FPS or ping?
You can't really change the ping much except by adjusting quality settings.
If the issue is FPS, it's likely related to your CPU—especially the 7700k, which generally stays stable up to 4.2 as long as cooling is adequate.
Could you try testing and monitoring your CPU/GPU usage?
Also, what is your upload speed?

reduce to 30fps video, change the filter to bicubic, and if that isn't sufficient, move to NVEC encoding

Are you experiencing problems with frame rate or game performance? The bitrate seems insufficient for 1080p60, though this usually affects video quality rather than game FPS. If the issue lies with your connection, please share your download and upload speeds.

I sometimes face problems with frame rates on games other than Minecraft. On my screen when I stream, there are frequent FPS drops—like going from 240fps to 100—and it makes the game feel choppy, which ruins the streaming experience. My internet speeds are:

I have issues with fps.... example in CS:GO my fps drops while streaming from 240fps to 100fps which makes it choppy on my monitor screen which makes it unplayable....
