I need to upgrade the Dell T5500 with the Duolingo Xeon X5690 processor to a clock speed of 4.2 or above. I'm looking for advice on how to achieve this.

I am highly skeptical about the Dell motherboard's overclocking features. Have you checked the BIOS settings?

Yes. But not with dual CPUs. It requires one of the unlocked LGA1366 CPUs.

The only unlocked dual CPU motherboard is the EVGA Classified SR2.
There is a slightly faster 4 core 8 thread X5687 3.6/3.89 turbo that can run dual CPU.
The single CPU processors don't support RDIMMs, just UDIMM RAM.
ICS932S421BGLF is the PLL chip on mine. There are several MB versions of those, but this one is supported by SetFSB.
There have been some results using Intel XTU also.

Hello mr william... I increased the volt and multiplay settings on my Dell Latitude, and now the speed reaches 3.4GHz, but it isn't being saved to the default BIOS. Can you help me figure out how to save these settings?

There are two necessary actions to follow. On the second page of TS, found in the options section, there is an option to prevent "Do Not Reset FID/VID on exit." To stop Windows from requesting permission for TS to alter your computer settings, you must install third-party security software for Antivirus, Malware, and Rootkit protection, then disable Windows security. In Control Panel/System and Security, adjust the User Account Control settings and ensure a High Performance user profile is selected. If you encounter any issues, feel free to reach out here.

There are no third-party antivirus or system protection programs installed, and my ac adapter settings remain balanced. However, when I adjust performance via throttling software, the CPU speed changes and these updates appear in the BIOS. Switching off the PC and restarting brings it back to its default state.

Sorry, the case isn't working on the t5500 system. It doesn't support a multiplier or video core there.
