Is there an issue with hardware compatibility in the new build?
Good morning everyone!
I’ve just put together a new PC and installed Windows 11, but I’m facing some boot-related problems.
Every time I power it on, the system lags about 20 to 30 seconds. Window animations freeze, apps open slowly, and when I try to watch a video on YouTube, it plays at a reduced speed with audio stuttering. These issues happen repeatedly during startup and can last from a few seconds to over two minutes without any clear cause.
I’ve turned off most startup programs, leaving only the Realtek audio driver and Windows anti-malware.
I also experimented by starting the PC without launching any apps for a short time, but it still slows down eventually. The task manager shows no unusual resource consumption, and the event viewer doesn’t display anything out of the ordinary. I’ve checked temperatures and found none that spike during boot.
I attempted to reinstall drivers and update the BIOS, but nothing seems to resolve the problem.
Any suggestions would be greatly appreciated—I’m unsure where to begin next.

Do you have a link to the RAM kit you're using?

BIOS version for your motherboard?
Turn off iGPU in BIOS, then use DDU to eliminate all GPU drivers (Intel, AMD and Nvidia) in Safe Mode, and install driver version 566.36 manually via an elevated command—Right click the installer > Run as Administrator.
This link leads to a product page on Amazon with the specified identifier.
The RAM sticks are placed correctly in the slots. (I'm using the EXPO profile from bios)
Last night I reformatted the PC, installed all the drivers, and updated the BIOS, yet the issue persisted. (BIOS version 3.20)
Have you attempted to start the system using the integrated GPU and without installing the 3080?
As soon as I saw the problem, I attempted to unplug both monitors individually, and I also tried linking one to the main board, but the performance still slowed down.
I must still attempt reinstalling the video drivers in safe mode.
After those 2–3 minutes of slowdown, the PC functions perfectly (no unusual temperatures, no crashes, etc.) until it restarts.
I’ve observed that restarting the PC multiple times consecutively—such as during driver installation or BIOS adjustments—doesn’t always trigger the problem. However, when starting from a completely powered-off state, it occurs 99% of the time.
At present, I’m connected via USB: a microphone, keyboard, mouse, a wireless headphone dongle, and a USB extension cable.
I followed your guidance to install the drivers, yet the issue continues.
I encountered some errors and warnings in the event viewer, but I'm unsure if they're related.
