The date and time mentioned are correct. There are no pending win updates available. Consider trying a reset as an alternative.

An update was released on 2022-08 for Windows 11 on x64 systems (KB5016629). When attempting the update, it often stops at 95% completion and then displays an error stating "Something Went Wrong - Undoing all changes," followed by a message in Windows about communication issues with group policy services.

The reason for getting your laptop repaired was mentioned in the article linked above. If the suggested solutions don't help, performing a system reset with the file option during system recovery seems probable.

Both storage devices failed, so they were swapped in (256GB SSD and 1TB SSHD). The new drives worked fine with three additional updates during the initial Windows Update attempt.

Attempt to reset, seems like Windows reinstall from the shop didn't proceed smoothly.

I opened services.msc and saw the Group Policy Client marked as Disabled. The options to allow it or start it were hidden. I checked its dependencies, which included Mup and Remote Call Procedure (RCP). I selected RCP but the start button was still not visible. It seems I might need to enable Mup only, even though it isn't listed in the standard view of services.msc.

Borked Win 11 updates: I would attempt a repair install, as there is a series of broken updates:
https://www.elevenforum.com/t/repair-ins...grade.418/
it functioned for me. It simply replaces Windows, leaving everything else unchanged. Just need to restart the Windows update process again, which took no more than an hour.
Could potentially help with NVIDIA issues.
Alternatively, try running ddu in safe mode, uninstall all NVIDIA drivers, log back into normal mode, and then run Windows Update to check if the control panel is detected.
