Ideally, I'd replace the GPU to perform a cross-test. Focus the issue where it occurs. Without another GPU available, I'll begin by testing various outputs—such as different DP ports or HDMI—to see if the same behavior appears.
If consistent results emerge, remove the GPU and verify that both video card and motherboard PCI Express connectors are clean of dust or debris before reinserting the card.
In case there's some program installed interfering, deselect everything in task manager startup items and reboot.
Have you reinstalled Geforce driver since the problem started? Use the custom clean install option. Maybe try display driver uninstaller in safemode then install latest or different driver from

manual search.
What was your circumstances before this problem? Were you running 144hz fine before or is all of this new or something?
I kept all features disabled in task management.
Yes, I reinstalled the driver.
What were your conditions before this issue? Were you operating at 144hz fine or was everything new? - I noticed that games and the desktop weren't running as smoothly as expected. The mouse movement was choppy, even on a 60hz screen. I mentioned this before. Once I enabled turbo boost in the BIOS, everything worked perfectly. However, the following day, despite no changes, the problem reappeared.
I also performed several hard resets.
