I'm not completely confident about what the red could indicate, but 1.3V is acceptable for the fourth generation Intel. I checked the manual for the board and didn't find any reference to that.
Do you have the highlighted connection plugged into the PSU? This link offers extra power to the CPU for overclocking, so perhaps its absence is why we're seeing the 1.3V in red.
It's definitely powered on, with two extensions connected via the CPU power cable.
I haven't attempted to be truthful; perhaps sticking to 4.6 would suffice if it doesn't cause much change
It won't significantly improve performance, perhaps just a slight boost in FPS for CPU-heavy games. Your current settings are solid—overclocking, temperature, and voltage are all well-managed, so pushing further seems unnecessary.
Can you verify in the BIOS that both CPU 4 pins are connected to the motherboard?
It seems like a weak assumption, but it could be a built-in safety measure on your motherboard.
