I'm not completely confident about what the red could indicate, but 1.3V is acceptable for the fourth generation Intel. I checked the manual for the board and didn't find any reference to that.
Do you have the highlighted connection plugged into the PSU? This link offers extra power to the CPU for overclocking, so perhaps its absence is why we're seeing the 1.3V in red.

It's definitely powered on, with two extensions connected via the CPU power cable.

I haven't attempted to be truthful; perhaps sticking to 4.6 would suffice if it doesn't cause much change

It won't significantly improve performance, perhaps just a slight boost in FPS for CPU-heavy games. Your current settings are solid—overclocking, temperature, and voltage are all well-managed, so pushing further seems unnecessary.

I observed that prior to my overclocking, the CPU's turbo reached only 4.2, not the expected 4.4. Might this suggest a loose connection in one of the two 4-pin CPU power cables?

Probably not. The 4.4 increase applies to one core, while the 4.2 is for all four cores. The choice between them depends on the workload, but for newer games you'd likely want the 4.2, and a single-core task should boost to 4.4.
