If that is the case, I believe your issue isn't related to a network problem. The error message might be confusing.

Do you think there is a firewall that might be interfering?
If it is running on the host itself, you can turn it off for a short time. That should clear the issue.
It seems very unlikely that a firewall is the cause.
As mentioned before, does the time look right for your PC?
