I resolved that issue, but it seems the problem is with my internet connection. Whenever I attempt to install something, I encounter errors related to no internet, even though my Ethernet is connected.

A virus might be responsible for those symptoms. Have you checked for them? Open a cmd.exe window and execute ipconfig.exe /all.

For clarity, I suggest turning off IPv6 in your ethernet adapter settings. This could resolve the issue or not, but it would definitely make things simpler.
Notably, the initial DNS server you use is an IPv6 address. Disabling IPv6 would remove that source.

You say this is a "fresh windows" install. Where did you get the installation files ?
If you got the install from anywhere except Microsoft.com you could still have malware/virus.
Have you scanned for malware/virus ?
