But 25KB/s? That’s the speed I achieved when downloading Blender. Usually that download is much quicker. I don’t have a Windows key, do you think this might be related?

Background tasks occasionally encounter issues. Once there was a case with 10Mbit instead of the usual 12.
Could be a Windows update or another program installing updates automatically. Or possibly malware is involved.
Speedtest shows downloads in bits per second, whereas other sites might list them in bytes per second. 8 bits equals 1 byte, and bits per second equals bps; bytes per second stands for Bps. If closing a process created a slowdown, it likely means Windows was handling something in the background or another issue occurred.
