I'm comfortable working with HWiNFO and Comet Lake mobile CPUs. My model includes PL1 through PL4. The suggested time for PL2 is about 28 seconds. PL3 and PL4 seem excessively long for transient suppression.

I'm rebooting your PC again since it didn't resolve the issue. The system isn't responding at 3.90 or 4.2.

You need to grasp how to configure the system and know what the software is indicating. Certain components are restricted by the BIOS.

I never applied throttle stop in the first place; it was triggered by XTU. I get that you're trying to assist, but I believe the problem lies with the settings.
