It could assist if you share a screenshot from the manufacturer. Using Intel Extreme Tuning Utility may let you record the thermal throttling event.
90 is acceptable too; it won’t throttle. Many laptops stay within that temperature range as well. I’m not saying it’s ideal, but it won’t stop it. Not right away, anyway. I didn’t use the built-in cooler on my 8700, so I switched to an Arctic Freezer 33 for $24 and it performs well. Still, there’s no warranty concern here.
you can explore bios settings and adjust the cpu voltage to 1.2v, see if that works; if not, gradually lower it a bit at a time until it boots. for physical hardware, i’d definitely swap out the fan—better safety than risking warranty damage, so consider an external usb case fan like the one i used
