During the installation of my new CPU (AMD Ryzen 5 8400f with stock cooler), my fingers accidentally touched the thermal paste on the cooler, causing some of it to fall off while most stayed on. Should I replace the thermal paste or is it sufficient?

Well... if you hadn't taken out the block after installing and running it, you didn't have to do anything.
However, since you apparently
did clean both sides thoroughly and applied fresh paste.

I haven't powered on the PC, I only installed and removed the cup cooler, then reinstalled it. I didn't turn it on at any point. After taking out the CPU cooler and reinstalling, I haven't powered it up yet. It's a new CPU, so should I purchase fresh thermal paste?

What was the reason behind that action?

I replaced the cpu cooler since I placed it incorrectly, causing the cable to not fit properly. I removed it and reinstalled it in the correct orientation.

You should probably reapply the thermal paste now, as you haven't turned on the PC yet.

You might need to reapply the thermal paste now, since you haven't turned on the PC yet and it's still new.

What cable?

I changed the stock cooler to fix the alignment properly. There are no issues with the cables. The concern is whether removing the heatsink and re-installing before turning on the PC requires replacing the thermal paste because of air bubbles or not.
I haven’t checked the temperature yet, but I plan to do so after fully installing my PC.
What temperature signs indicate the CPU is working correctly?
