Upon linking the PC to the laptop via the 20-meter cable, a blinking orange indicator appears close to the PC's Ethernet port.
This indicates the cable is functioning properly. Review the following steps: In the Control Panel, go to All Control Panel Items, then Network and Sharing Center. Click on Ethernet, and verify the speed listed—should it show 100Mbps or 1.0Gbps?
It could be acceptable if the laptop only features a 100mbps Ethernet connection. Otherwise, at least one cable is faulty or improperly secured in the port or connector.
It seems neither my laptop nor my WAP (Belkin N600DB) comes with a gigabit Ethernet port, which probably isn't an issue.

Adjusted the connections on the PC and WAP in the ISP router. Believed the PC port functions correctly, so swapping and PC failure indicates a router issue. For WiFi, bandwidth is divided into numbered channels; consider choosing a different channel as the default on the WAP. Regarding DHCP: the WAP's server may conflict with the ISP router's; ensure it is disabled on the WAP.
Sure! I set it up as an AP (and I made sure to update the password from the default). But that doesn’t solve why the laptop isn’t connecting properly...
