If that doesn't work use this offline kali linux 2017.2 installer iso : http://ftp.yzu.edu.tw/Linux/kali-images/...-amd64.iso This is an offline install iso for kali linux so it should work.

It's a positive indication that the ISO wasn't transferred properly to the USB drive. Clean it and attempt once more.
